This is the PIMORONI Cooling Fan SHIM for Raspberry Pi.

The PIMORONI Fan SHIM features a friction-fit header, allowing it to slip onto your Pi’s pins without the need for soldering. The fan can be software-controlled, enabling you to toggle it on when the CPU reaches a certain temperature for optimal thermal management.

The SHIM includes an LED indicator to display the fan status, CPU load, or temperature. Additionally, it has a programmable tactile switch that can be used to turn the fan on or off or to switch between temperature-triggered and manual modes.
